This engines governor is physically set to restrict the engine RPM's

limiting the top speed to roughly 15-17 mph
Tightening the governor spring near the transmission will maximize the engines RPM's
increasing its speed to 20mph, increasing it beyond the limiter will cause over-revving and will eventually cause the engine to throw a rod
Note: Please use extreme caution when bypassing this governor
